An unactivated license is a purchased license that has not yet been assigned to an employee. It has no expiration date: the countdown begins only at the moment of activation.
Therefore, you can buy licenses in advance and keep them in reserve — they don't "expire" while they remain unactivated, and are only consumed when transferred to a manager.
